To comply with this regulatory mandate, a robust strategy based on <strong>defence in depth<\/strong> is applied. This structured approach consists of deploying multiple consecutive and mutually independent physical and operational layers and barriers of protection. In this way, if one of the lines of defence experiences degradation or failure, the immediately following layer remains available as a redundant layer to contain the transient, prevent damage to the reactor core, and mitigate any type of radiological release to the outside.<\/span><\/p>\n<h5 style=\"text-align: justify;\">Defense-in-Depth as a Cornerstone of Nuclear Safety<\/h5>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Within this comprehensive protection scheme, <strong>the so-called deterministic safety analyses (DSA)<\/strong> serve as the fundamental analytical validation tool for that defence in depth. Its methodology is based on the postulation of accidental events, technically known as <strong>design basis accidents (DBA)<\/strong>. These scenarios are evaluated under strictly conservative assumptions and maximum limit safety criteria. In the Spanish context, this framework is specified through <strong>instruction IS-37<\/strong> issued by the <strong>Nuclear Safety Council (CSN)<\/strong>. This regulatory framework requires that the results of deterministic evaluations be included within the facility&#8217;s Safety <strong>Analysis Report<\/strong>, guaranteeing the existence of wide safety margins to absorb any operational uncertainty.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La verdadera eficacia de estos an\u00e1lisis de seguridad se consigue trasladando estos requerimientos en la explotaci\u00f3n diaria de la central. Esta transferencia se articula mediante sistemas operativos espec\u00edficos basados en tres ejes din\u00e1micos fundamentales:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Technical Specifications for Operation (TSO \/ Tech Specs):<\/b><span style=\"font-weight: 400;\"> a legal document that establishes the limiting conditions for operation and the minimum operability parameters of safety systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Surveillance and maintenance programs:<\/b><span style=\"font-weight: 400;\"> a systematic approach of mandatory periodic tests aimed at empirically certifying that components will respond with the required reliability in the event of a real demand.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Design modification management:<\/b><span style=\"font-weight: 400;\"> a process strictly regulated by the CSN&#8217;s instruction IS-21, which requieres the evaluation of any change in the installation to ensure that the licensing bases and authorized safety margins are not affected under any circumstances.<\/span><\/li>\n<\/ul>\n<h5 style=\"text-align: justify;\">From Technical Assessment to Daily Plant Operations<\/h5>\n<p><span style=\"font-weight: 400;\">Finally, in a<strong> long-term operation scenario<\/strong>, the continuous update of safety analyses is a technical imperative. The assimilation of deterministic analysis in every activity at the site not only preserves the safety margins and compliance with the required safety limits, but also strengthens the organization&#8217;s <strong>safety culture<\/strong>.
