The relevant role of nuclear energy in 2025

In 2025, nuclear energy maintained a significant role in Spain’s electricity system. It not only supplied nearly 20% of the electricity consumed and more than 25% of the CO₂ emissions-free electricity generation, but, with 7,284 hours, it was the leading source in equivalent full-power production hours. These results are not mere figures: they reflect firmness, predictability and stability for the grid, conditions that are essential to advance the energy transition without jeopardizing security of supply while storage and grids do not evolve at the required pace. Moreover, nuclear power contributes to meeting the emissions-reduction commitments Spain has assumed at European and global levels.

Nuclear energy also strengthens energy sovereignty by reducing external dependence and exposure to the price volatility of fossil fuels. In an uncertain geopolitical context, it is necessary to have a balanced mix in which nuclear power, together with renewables, helps provide more stable and affordable electricity prices for both industry and households.

Tax burden

Nevertheless, its strategic role is constrained by an excessive tax burden. Although the nuclear fleet is competitive from technical, operational and intrinsic cost perspectives, taxation accounts for approximately 75% of its variable costs and has increased by more than 70% over the past five years, which penalizes its economic viability.

Spanish plants maintain high standards of safety and reliability, and the culture of excellence of the Spanish nuclear industry is internationally recognized. For this reason, we should not prematurely forgo these assets: the renewal of operating licences, such as the request made for the two Almaraz NPP units until June 2030, will be decisive in defining the future energy model.

Abandoning nuclear power now would diverge from the trend followed by the majority of industrialized countries. Spain has the opportunity to align with them and to leverage the added value that nuclear energy brings to a robust, sustainable and forward-looking electricity system.
